6号楼为什么要交20%的暖气费啊？

如题啊，我们明明已经交了钱了，为什么还要交20%啊？？？？？这是什么道理？没交的就停气，真是服了，本来暖气费用就涨了，涨了也就认了，怎么涨了以后还要交这种钱啊？
